The game gives you 16 (17 in the special edition) characters to use at your disposal.
All gangsters have different characteristics that affect their effectiveness in combat:
Muscle – Increases mobility (more movement points) and accuracy in hand-to-hand combat.
Finesse – Increases ranged accuracy.
Fortitude – determines the amount of health.
Smarts – determines the frequency of using attacks.
Guts – allows you to react faster at the beginning of the battle and reduces the tendency to panic.
Cunning – increases the amount of action points and critical chance.

The above stats make it easier to divide characters into those who will fight hand-to-hand, become a sniper, or attack from the second line with pistols or shotguns. In addition, all characters can choose 10 additional perks that increase their special powers or grant bonuses. Choosing Blood Thirst or Battle Rage will allow you to take out multiple enemy units in one turn, while Resistance, Thick Skin or Luck will reduce the amount of damage taken. Once you’ve completed a few initial missions, you’ll be able to reset perks for $500 and experiment with your character’s bonuses at will.

The specified set of perks focused my character on long-range combat using the Thompson assault rifle.
The last characteristic of every gangster is their talents. Talents are additional abilities that can be activated during combat (much like attacks) to give you an advantage over your opponent. Bandages or Second Wind will keep them on their feet, while a grenade and firebomb will allow you to take down large groups of enemies. There are also support abilities like Rage or Defensive Stance that affect your crew’s combat ability. The most important talent, only works if you use it, your mobster can take a second action. There’s nothing better than taking two shots from the Thompson, only to do it again a second later. This talent will come in handy especially towards the end of the game, when the battles become extremely difficult.
The weapons available in the game include three types of melee weapons: bat, knife, and knuckles, as well as four types of firearms: pistols, revolvers, shotguns, and submachine guns. Each weapon has its own special attacks and one additional ability, and with a balanced team, they should give you a lot of variety. Below are brief characteristics of each type of weapon:
Knives: Deal moderate damage and consume a moderate amount of AP. They can hurt multiple units at the same time, and when thrown, they ignore obstacles and cause bleeding. They can inflict the Vulnerable status, making the enemy unit lighter. If an enemy unit approaches the owner of the knife, they automatically take one hit.
Bats: Deal massive damage but are less accurate. Each attack causes a concussion – reduces the opponent’s AP and weakens his ability to counterattack. With a bat, you can perform the most powerful application in the game: trepanation.
Knuckles: Costs a small amount of AP and does little damage, but allows you to move after performing an attack. In addition, they can cause weakness and disability, removing the target from combat.
Pistols: Cost a small amount of AP and deal little damage. Their biggest advantage is the ability to ignore barriers while firing and inflict bleeding. A character with a unique pistol and a lot of AP is a very dangerous opponent.
Revolvers: They are expensive, but have many special attacks. A basic shot can weaken an enemy unit if it is hit by both bullets. Revolvers can also injure groups of enemies and, more importantly, instantly reduce their courage. A panicked enemy loses 5 AP and 5 MP.
Shotguns: Your first ranged weapon. They use a medium amount of AP and deal high damage, but have low accuracy. They can knock back enemy units and cause bleeding. They are ideal for destroying terrain.
Submachine guns: Tommy’s popular pistol, the Thompson. Has a high AP cost and deals a lot of damage. The attacks form a cone shape, which means they can hit multiple opponents at once. They can inflict defenseless status, making the second shot almost always successful. This is the favorite weapon of gangsters and I recommend using it to solve all your problems.
You can switch weapons with the “Equip” option; nothing stops you from giving your bosses and your sniper a submachine gun. Moreover, during the missions you will be able to get better or unique equipment; this is usually available from police officers or Dons residing in a particular area. Before you leave the location, check out their apartments and redeem all available equipment.

How to form a team? I believe the main character (Boss) used a ranged weapon. Make sure to give him good mobility and a lot of Action Points, because there will be many situations where you will have to fight off several enemies at the same time, on your own; it would be better if you could fire the Thompson (13 AP) or shotgun twice. The rest of the team depends on the situation. Personally, I prefer two submachine guns, a shotgun, and a pistol (for taking out individual units), but more than once I strongly felt the need to wield a bat. As interesting as hand-to-hand combat can be, I don’t recommend having four characters with only melee weapons: in some battles you will be outnumbered and the only way to survive is to destroy several units at once. A balanced team should have two ranged weapons (i.e. a shotgun plus Thompson), a bat (to wound the toughest opponents) and a fast character equipped with either knuckles or a pistol to finish off individual wounded units.
The choice of specific characters will be dictated by the situation. Gangsters that can use Bandages or Second Wind can stay on the battlefield despite being badly injured and you should recruit them first. Equip them with weapons that match their stats and add perks to match. Characters who fight hand-to-hand should have increased health and defensive perks (such as Thick Skin or Luck). Gangsters fighting from a distance should focus on dealing as much damage as possible: Ranged Specialist, More Crit, and Laugh Skill will allow you to land more successful attacks. It is also worth combining Blood Thirst with Battle Rage – thus, the longer the battle lasts, the more often the character will attack.
